Arne B. Baker, Acting Inspector General, U.S. Department of State

Arne B. Baker serves as the Acting Inspector General of the U.S. Department of State (Department), Office of Inspector General (OIG). In this capacity, he leads a global workforce whose mission is to prevent and detect waste, fraud, abuse, and mismanagement and to promote economy and efficiency in the programs and operations of the Department and U.S. Agency for Global Media (USAGM).

OIG provides oversight of more than 80,000 Department and USAGM employees, 279 overseas missions and other facilities worldwide, and more than $89 billion in Department, USAGM, and foreign assistance resources.

A seasoned senior executive with more than two decades of oversight experience, Baker previously led more than 80 inspections and evaluations, improving the efficiency of Department operations while identifying hundreds of millions of dollars of findings with monetary benefit to American taxpayers.

Prior to assuming his current role, Baker served as the Assistant Inspector General for Inspections. In this capacity, he led OIG’s worldwide program to conduct independent assessments of overseas posts, spearheading efforts to streamline the inspection process through data automation, risk analysis, and dynamic planning to address emerging oversight challenges in Ukraine, Iraq, Afghanistan, and Israel. Prior to that, Baker served as Deputy Assistant Inspector General for Inspections and a Division Director in the Office of Inspections, where he was responsible for consular, public diplomacy, and foreign assistance oversight. Before joining OIG, he worked at the Drug Enforcement Administration.

Baker is the recipient of numerous Council of the Inspectors General on Integrity and Efficiency (CIGIE) awards, including the Glenn Roth Award for Exemplary Performance and the Evaluation Award for Excellence. Acting IG Baker holds a bachelor's degree from the University of Oregon in addition to masters degrees from the University of Wisconsin-Madison and the National Defense University.

Norman P. Brown, Acting Deputy Inspector General, U.S. Department of State

Norman P. BrownNorman Preston Brown serves as the Acting Deputy Inspector General (Acting Deputy IG) of the U.S. Department of State (Department), Office of Inspector General (OIG).  Prior to assuming his current role, Mr. Brown served as the Assistant Inspector General (AIG) for the Office of Audits, where he was responsible for overseeing the planning and execution of audits and program evaluations of all U.S. Department bureaus, offices, and organizational units. Acting Deputy IG Brown served as the AIG for Audits from January 2014 to May 2025.     

Prior to joining the U.S. Department of State, Mr. Brown served in the U.S. Department of Homeland Security Office of Inspector General, where he directed performance audits and evaluations pertaining to emergency management including incident response planning and operations, disaster recovery assistance, and hazard mitigation.  In 2009, he received the Inspector General’s Meritorious Service Award in recognition of exceptional leadership and outstanding devotion to duty.  He also received consecutive awards for Excellence from the President’s Council on Integrity and Efficiency in 2008 and 2007 for his contributions to the oversight of the Federal Emergency Management Agency (FEMA) in the aftermath of Hurricane Katrina.    

Acting Deputy IG Brown served as a business and community development volunteer with the Peace Corps in Albania from 1994 –1996, administering World Bank funds for business development in northern Albania and leading community development projects for PLAN International.  Additionally, he served with the Organization for Security and Cooperation in Europe on three occasions between 1996 and 2001 advancing free and fair elections in the Balkans:  Bosnia – Herzegovina (1996); Republic of Srpska (1997); and Kosovo (2001).   

Acting Deputy IG Brown began his federal career in 1986 and has served in a variety of analytical, financial and program management positions with the U.S. Department of Justice and U.S. Department of Agriculture.  He served as a Legislative Fellow in the 107th Congress where he was engaged in the development of the Farm Security and Rural Investment Act of 2002 and the 2003 Federal budget.  He was appointed to the Senior Executive Service in 2010.   

Mr. Brown is a native of Preston County, West Virginia and holds a Bachelor of Science in Business Administration from West Virginia University and a Master of Business Administration from Southern New Hampshire University.
