OIG recommends that U.S. Embassy Baghdad establish a tracking system to record and monitor the physical location and condition of loaned personal property in accordance with the Memorandum of Agreement between the U.S. Army and the Department of State U.S. Mission in Iraq. The tracking system should be independent of the system used by the U.S. Army to track the property.
