We recommend that the Office of the U.S. Global AIDS Coordinator (OGAC) require representatives from the Department of Defense’s (DoD) Navy Health Research Center and Walter Reed Army Institute of Research to ensure that DoD maintains full and complete records in accordance with generally accepted U.S. Government accounting principles as required by the memoranda of agreement between OGAC and DoD.
