We recommend that the Office to Monitor and Combat Trafficking in Persons, in consultation with the Foreign Service Institute and the Director General of Human Resources, expand trafficking in persons (TIP) training to all Department of State employees to include increasing the awareness of the U.S. Government’s zero tolerance policy toward TIP and reducing the incidence of TIP activity involving contractor personnel and employees who represent the United States abroad.
