PROJECT ANNOUNCEMENT
The Office of Inspector General (OIG) for the U.S. Department of State (Department) initiated an Audit of the Department of State’s Efforts To Manage the Withdrawal of U.S. Agency for International Development From the International Cooperative Administrative Support Services Program. OIG’s objective for this audit is to determine whether the Department has developed, communicated, and executed a strategy to manage the impact of the global withdrawal of the U.S. Agency for International Development (USAID) from the International Cooperative Administrative Support Services (ICASS) program.

Through the ICASS program, the U.S. government provides and shares the cost of common administrative support services needed to ensure effective operations at more than 200 overseas diplomatic and consular posts. On April 3, 2025, USAID notified the Department of its global withdrawal from the ICASS program, effective for FY 2026. USAID was the second largest customer agency within the ICASS program. Therefore, USAID’s global withdrawal from ICASS will have a significant impact on the ICASS program and the agencies that rely on its services.
