The Ukraine related activities of the Department of State (Department) are a top oversight priority for the Office of Inspector General (OIG). The objective of this audit is to determine whether the Bureau of Diplomatic Security’s (DS) efforts to consolidate initial Worldwide Protective Services (WPS) III training have improved training quality, enhanced oversight, and achieved the envisioned cost savings.
In 2021, the Department awarded a contract to Alutiiq Essential Services (AES) to provide the initial training for new contractor personnel assigned to perform work under WPS III task orders, including a task order for security services at Embassy Kyiv. When security personnel do not receive adequate training, security risks to Department facilities and personnel increase. Additionally, inadequate oversight can lead to fraud or abuse by contractors. OIG will review to what extent consolidating initial WPS III training (1) improved training quality for personnel assigned to perform work under WPS III task orders, (2) resulted in enhanced DS oversight of the training program, and (3) achieved cost savings. The audit will focus on Option Year 1 (May 14, 2022, to May 13, 2023) of AES’s task order for initial WPS III training.
