PROJECT ANNOUNCEMENT
The Office of Inspector General (OIG) for the U.S. Department of State (Department) initiated an Audit of the Department of State's Efforts to Provide Food Assistance to the West Bank and Gaza. OIG’s objective for this audit is to determine whether the Department has developed and implemented an effective structure to provide food assistance to civilians in the West Bank and Gaza and whether food-assistance awards are achieving intended results.

The humanitarian crisis in the West Bank and Gaza has escalated significantly in recent years, driven by prolonged conflict, devastation of local infrastructure, widespread displacement, and severe constraints on the civilian population’s ability to access food, water, healthcare, and essential services. On July 1, 2025, the Secretary of State announced the transfer of responsibility for administering U.S. foreign assistance, including at least $768.4 million in food assistance to Gaza and the West Bank, from the U.S. Agency for International Development (USAID) to the Department. This audit will allow OIG to assess how the Department adapted to new management responsibilities, how it addressed risks related to food delivery and program oversight, and how the Department used monitoring and evaluation mechanisms to measure outcomes.
