Project Announcement: Review of the Kyiv Transit Platform

    The Ukraine related activities of the Department of State (Department) are a top oversight priority for the Office of Inspector General (OIG). OIG has three objectives for this inspection: (1) to assess whether policy goals and objectives are being effectively achieved; (2) to determine whether resources are being used and managed with maximum efficiency, effectiveness, and economy; and (3) to determine whether internal management controls have been instituted to ensure quality of performance and reduce the likelihood of mismanagement.

    Due to continued wartime conditions in Ukraine, Embassy Kyiv operates with restricted staff and in a challenging security environment. Mission Poland supports the work of Embassy Kyiv by facilitating the travel of embassy staff and visitors to Ukraine through the Kyiv Transit Platform and by providing logistical support. The review will describe the current operating status of the Kyiv Transit Platform and remote operations that support Embassy Kyiv. Additionally, OIG will examine the platform’s operational effectiveness, assess accountability and security issues, and review the coordination between the Ukraine and Poland missions as outlined in the 2023 memorandum of understanding covering the roles and responsibilities of the Kyiv Transit Platform.
