We recommend that the Office of the U.S. Global AIDS Coordinator (OGAC) require management of the implementing agencies to reconcile the obligations and disbursements reported to OGAC with the corresponding amounts reported on Standard Forms 133 before the data is submitted to the Department of the Treasury.
