The Bureau of Near Eastern Affairs, in coordination with the Bureau of Diplomatic Security, should prepare a memorandum for the Secretary that identifies lessons learned from opening the Syria Transition Assistance Response Team Forward office in Syria and proposals for developing permanent interagency institutional mechanisms to facilitate deployment of Department personnel for future stabilization missions.
