Project Announcement: Audit of Department of State Efforts to Support War Crimes Accountability in Ukraine

    Ukraine‐related activities of the Department of State (Department) are an oversight priority for the Office of Inspector General (OIG). OIG’s objective for this audit is to determine whether the Department's assistance to support war crimes accountability in Ukraine is achieving stated goals and objectives.

    Numerous atrocities have been catalogued since Russia’s 2022 invasion of Ukraine. In response, one of the Department’s priorities has been to ensure justice and accountability for war crimes. Similarly, Embassy Kyiv has included holding Russia and its enablers accountable for war crimes and damage to Ukraine as a mission goal. In May 2022, the United States, along with the European Union and United Kingdom, created the Atrocity Crimes Advisory Group for Ukraine (ACA) to ensure coordinated assistance to build Ukraine’s capacity to investigate, document, and prosecute war crimes. The Department has funded three awards falling under the umbrella of the ACA, totaling $29.6 million. OIG will determine to what extent the Department has designed and monitored war crimes accountability awards in accordance with Department requirements and to achieve stated objectives. OIG will also determine to what extent and in what manner the Department has managed war crimes accountability awards to ensure implementing partners are coordinating and executing efforts to achieve stated goals and objectives. As a product of this audit, OIG aims to help ensure that the Department’s war crimes accountability assistance is focused and effective and that collaboration among implementing partners and allied nations is well coordinated.
