Ukraine-related activities of the Department of State (Department) are a top oversight priority for the Office of Inspector General (OIG). OIG has three objectives for this inspection: (1) to assess whether policy goals and objectives are being effectively achieved; (2) to determine whether resources are being used and managed with maximum efficiency, effectiveness, and economy; and (3) to determine whether internal management controls have been instituted to ensure quality of performance and reduce the likelihood of mismanagement.

Türkiye has played a key role in responding to Russia’s unjustified war of aggression against Ukraine and expressed consistent support for its sovereignty and territorial integrity. To aid in Ukraine’s defense, Türkiye has provided both ammunition and military equipment. As a NATO ally, Türkiye accepted the admission of Sweden and Finland into the security alliance. As a regional powerbroker, in February 2022, Türkiye invoked the Montreux Convention Regarding the Regime of the Straits, closing the Dardanelles and Bosphorus to Russian warships. Türkiye was a party to the 2022 Black Sea Grain Initiative, which facilitated the shipment of Ukrainian grain and foodstuffs to the world, including food insecure regions. However, the United States imposed sanctions against Turkish entities for equipment transactions with the Russian defense industry in violation of the Countering America's Adversaries Through Sanctions Act (CAATSA). Promoting awareness of and compliance with CAATSA sanctions requirements remains an important U.S. government priority in Türkiye.
