Ukraine-related activities of the Department of State (Department) are a top oversight priority for the Office of Inspector General (OIG). OIG’s three objectives for this inspection are to determine whether: (1) policy goals and objectives are being effectively achieved; (2) resources are being used and managed with maximum efficiency, effectiveness, and economy; and (3) internal management controls have been instituted to ensure quality of performance and reduce the likelihood of mismanagement.

Latvia is a likeminded North Atlantic Treaty Organization (NATO) ally and staunch opponent of Russia’s invasion of Ukraine. The war in Ukraine reinforced Latvia’s view that NATO’s Article 5 is the foundation of its national security and that the United States is Latvia’s most important ally. Latvia has been one of NATO's leading per capita providers of assistance to Ukraine – to include arms, materiel, and training for Ukrainian soldiers – and has welcomed more than 45,000 Ukrainian refugees. Latvia is working to expand its ability to accommodate an increased NATO troop presence with investment in infrastructure projects. At the same time, Latvia is working to sever its historical trade and energy ties with Russia and expand its trade relationships with the United States and the West. The government is committed to close bilateral security cooperation with the United States and greatly values continued U.S. troop presence.
