Planned Work - Ukraine-Related Oversight

Planned work includes Operation Atlantic Resolve quarterly reports, inspection and audit projects that have not been initiated but are planned. Projects are listed approximately in the order we expect work to begin. This list may be modified as events unfold, and as additional risks are identified. Learn more about our Office of Inspections, Office of Audits, and Office of Overseas Contingency Operations.

Special Inspector General Quarterly Reporting on Operation Atlantic Resolve

The Inspector General Act of 1978, as amended, requires the Department of State OIG, Department of War OIG, and U.S. Agency for International Development OIG to jointly prepare and issue quarterly reports on overseas contingency operations. Operation Atlantic Resolve—the military operation to bolster the NATO alliance and support Ukraine in response to Russia’s aggression—became an overseas contingency operation in August 2023, triggering a quarterly reporting requirement for the OIGs starting in early 2024. In December 2023, Congress designated the IG responsible for coordinating quarterly reporting as the Special IG for Operation Atlantic Resolve. Special IG quarterly reports on Operation Atlantic Resolve provide information on U.S. government programs and operations related to the U.S. government response to the full-scale invasion of Ukraine. The reports include a summary of the OIGs’ collective oversight of the Ukraine response effort.

Audit of the Department of State’s Implementation of Foreign Assistance to Ukraine

Ukraine assistance programs valued at an estimated $1.8 billion were transferred to the Department in July 2025. Implementation of those programs is being managed by a unit previously responsible only for strategic coordination of, rather than execution of, foreign assistance. The preliminary objective of the audit is to determine whether U.S. Embassy Kyiv has developed and implemented the structural capacity to administer foreign assistance awards in accordance with federal and Department requirements.
